Electronic Export Information (EEI) | DocsName zone (2023)

Electronic Export Information (EEI) is the electronic record and documentation of goods being exported from the United States (US) to a foreign country. EEI filing is required when one or more items in a shipment are worth more than $2,500. An “article” is identified by a harmonized code (Code SA), which means that multiple items with the same HS code count as one item for EEI filing purposes. EEI declarations are filed online with US Customs and Border Protection (CBP). CBP uses EEI data to enforce customs laws on higher value shipments.

Terms to know:

  • Automated Export System (AES)- AES is a computer system that collectsElectronic Export Information (EEI). In many cases theleyrequires you to report EEI for goods exported from the United States and its territories.

  • Electronic Export Information (EEI)- EEI, formerly known as "Shippers Export Declaration" (SED), is the electronic presentation of goods exported from the United States over US$ 2,500 via AES.

  • Internal transaction number (ITN)- An ITN number is provided when submitting an EEI application through the AES system or the carrier's agent file application process.

    • The ITN begins with an "X" and consists of the year, month, and day of acceptance, followed by a random six-digit transaction number. For example, the ITN provided for an AES login accepted on January 1, 2021 would look like this: AES X20210101999999 (14 digits after the "X").

When is an ERA required?

An ERA is required in the following situations:

  • When a single item (by HS code) exceeds $2,500 in value and is not going to Canada

  • If an export license is required for a product (due to the product and/or country of destination)

    • View a list of items that require an export licenseHere
  • When a shipment goes to China, Russia or Venezuela, regardless of the amount

  • If the goods are on the list of the International Traffic in Arms Regulations (ITAR)

ITAR is a set of US government regulations that control the export and import of defense-related goods and services on the US Ammunition List. When you use Zonos to generate shipping labels, the software prompts you to send an EEI when necessary.

How to file an EEI

You can file an EEI online atCBP's ACE System. You must create an account if you don't already have one. Visit the Census Bureau website for registration instructions. The census also providesStep-by-step instructions for submission.

Major carriers offer an "agent file" that allows the exporter to file an EEI with the carrier acting as their agent for registration purposes. Check out the following resources:

When does an EEI occur?

Most US companies must applyBeforethe departure of the expedition. "Prior to departure" means that the shipper/shipper must have the EEI registration number before the courier company picks up the shipment. The EEI-ITN is included on the shipping label. The EEI submission deadlines are as follows:

  • Non-ITAR shipments: Up to two hours before departure
  • ITAT broadcasts: up to eight hours before departure

When is an ERA not necessary?

Here are some of the more common circumstances in which an ERA is not required:

  • Shipments under $2,500 based on your HS code

    • Example A:A shipment contains two items classified under two different HS code numbers:

      • Item A with code SH 1 has a value of $500
      • Item B with HS code 2 has a value of $3,000

In this example, the exemption in 30.37(a) only applies to Item A. An EEI filing must be obtained for Item B, as it is greater than $2,500 per HS Code.

  • Example B:A shipment consists of three $700 items classified under the same HS code, the total value is $2,100, and the items are not subject to government agency approvals or require EEI registration under US export laws or regulations.

In this example, the exception to 30.37(a) applies and EEI registration is not required.

  • shipping from the US to Canada,unless the goods meet one or more of the following criteria:

    • Subject to US Department of State ITAR.
    • Requires an export license or authorization
    • Including diamonds in the rough
    • Transit through Canada
  • Shipments from the US or Puerto Rico to other US territories (American Samoa, Commonwealth of the Northern Mariana Islands, Guam, Howland Islands and Wake Island)

  • Shipping from the US Virgin Islands to the US, US Territories or Puerto Rico

See the table below for the AES/FTR exception codes that classify why a shipment is exempt from sending EEI. Retailers can enter these codes through their shipping system.

These codes do not apply to shipments that:

  • You need an export license/permit
  • Shipped for storage in Canada but destined for a third country
  • Contains rough diamonds
  • Contains goods controlled by the USML by the ITAR

Frequent questions

How does Zonos accept or handle ISS shipments?

The filing of the EEI is the responsibility of the sender. Zonos does not process EEI shipments. The shipper must present the EEI to the carrier through Agent Filing. When printing labelspanel, Zonos offers the option of providing the ITN number to the operator. Zonos will not prevent the creation of labels and it is your responsibility to ensure that EEI submission is handled for applicable shipments.
